We are working on obtaining the lowest possible financing to minimize the cost to customers to construct the Wastewater Treatment and Water Reclamation Plant. In doing so, Hi-Desert Water District has studied other communities with similar issues. One small California community in San Luis Obispo County, Los Osos, serves as an example of what we would like to avoid. Small Town, Perfect Storm – A story of the Los Osos Sewer Saga, written by Barbara Wolcott, documents the history of what took place in that community. In the Los Osos case, resistance to solving the septic discharge problem ended up costing property owners more money. The District recommends the book to anyone interested in a case history of a small town facing similar circumstances.
