Well 20W Project

As part of the Hi-Desert Water District’s goal to improve the water infrastructure in our community, the Hi-Desert Water District is working on the Warren Valley Basin Recharge/Reuse Project. This project includes the recharge sites on Pioneertown Road and Sunnyslope and the drilling of a new production well at Cherokee Trail and Coyote Trail. 

On April 16, 2008, the District is began the process to drill the new well on the corner of Cherokee and Coyote. The drilling of the well is complete with the equipping to continue through 2011.  

The depth of this new well is 1,000 feet and will allow the District to increase water production capacity. In addition to the increased capacity, it will improve reliability of water service for years to come.

NOTICE INVITING BIDS - WELL 20W EQUIPPING

The Hi Desert Water District (“District”) will receive sealed bids for the Well 20W Equipping Project at the office of the Hi Desert Water District no later than September 30, 2010, 2:00 PM, at which time or thereafter said bids will be opened and read aloud. Bids received after this time will be returned unopened. Bids shall be valid for 60 calendar days after the bid opening date.

Bids must be submitted on the District’s Bid Forms.   Each Bid must be submitted in a sealed envelope, addressed to Hi-Desert Water District, 55439 29 Palms Hwy, Yucca Valley, CA 92284. Each sealed envelope must be plainly marked on the outside as BID for WELL 20W EQUIPPING PROJECT CONTRACT NO. WA C 0901,  and the envelope should bear on the outside the BIDDER’S name, address and license number. If forwarded by mail, the sealed envelope containing the BID must be enclosed in another envelope addressed to the OWNER at Hi-Desert Water District, 55439 29 Palms Hwy. Yucca Valley, CA 92284. Electronic or fax BID submittals WILL NOT be accepted.

One (1) complete set of the Contract Documents, including the project plans and specifications ("Project Plans and Specifications"), may be picked up at the office of the Associate Engineer upon payment of a non-refundable fee of fifty dollars($50.00). Project Plans and Specifications will be mailed for an additional charge of fifteen dollars($15.00)Bid Documents may be obtained between the hours of 8:00 a.m. and 5:00 p.m. Monday through Thursday, and 8:00 a.m. and 4:30 p.m every other Friday, excepting holidays, from the Customer Service Desk at the following address:

Prospective Bidders are encouraged to telephone Martha Ostrander at (760) 228-6286 in advance to determine the availability of Bid Documents. The District may also make the Contract Documents available for review at one or more plan rooms.

Bids must be accompanied by cash, a certified or cashier’s check, or a Bid Bond in favor of the District in an amount not less than ten percent (10%) of the submitted Total Bid Price. 

A MANDATORY Pre-Bid Conference will be held at the Hi-Desert Water District Offices at 55439 29 Palms Hwy, Yucca Valley, CA on the following date and time: August 10, 2010, 10:00 AM. Each and every Bidder MUST attend the Pre-Bid Conference. Bids WILL NOT be accepted from any bidder who does not attend the Pre-Bid Conference.

Each bid shall be accompanied by the security referred to in the Contract Documents, the non-collusion affidavit, the list of proposed subcontractors, and all additional documentation required by the Instructions to Bidders. 

The successful bidder will be required to furnish the District with a Performance Bond equal to 100% of the successful bid, and a Payment Bond equal to 100% of the successful bid, prior to execution of the Contract. All bonds are to be secured from a surety that meets all of the State of California bonding requirements, as defined in Code of Civil Procedure Section 995.120, and is admitted by the State of California. 

Pursuant to Public Contract Code Section 22300, the successful bidder may substitute certain securities for funds withheld by District to ensure his performance under the Contract. The Director of Industrial Relations has determined the general prevailing rate of per diem wages in the locality in which this work is to be performed for each craft or type of worker needed to execute the Contract which will be awarded to the successful bidder, copies of which are on file and will be made available to any interested party upon request at the Hi-Desert Water District Offices or online at http://www.dir.ca.gov/dlsr. A copy of these rates shall be posted by the successful bidder at the job site. The successful bidder and all subcontractor(s) under him, shall comply with all applicable Labor Code provisions, which include, but are not limited to the payment of not less than the required prevailing rates to all workers employed by them in the execution of the Contract, the employment of apprentices, the hours of labor and the debarment of contractors and subcontractors.

Each bidder shall be a licensed contractor pursuant to the Business and Professions Code and shall be licensed in the following appropriate classification(s) of contractor’s license(s), for the work bid upon, and must maintain the license(s) throughout the duration of the Contract: A - General Engineering.

COMPLIANCE WITH EPA FUNDING REQUIREMENTS
Contractor shall assist the District in compliance with requirements imposed by the U.S. Environmental Protection Agency ("EPA") in connection with the grant of funding for work under the Contract.  In addition, Contractor, its subcontractors, employees, representatives, and agents shall be solely responsible for complying with all requirements imposed upon such contractors, subcontractors, employees, representatives, and agents in connection with such funding for such work.  The assistance and compliance obligations may include, but are not limited to,

a)      Requirements imposed by the applicable provisions of the Clean Water Act:  Section 104 and 40 CFR Part 31.

b)      Requirements imposed by EPA’s Program for Utilization of Small, Minority and Women's Business Enterprises in procurement under Federal assistance programs and compliance with applicable "fair share" objectives.

c)      The contractor should consult the EPA’s website or reliable resource for the most current applicable "fair share” goals negotiated with EPA by the California State Water Resources Control Board. 

Pursuant to Public Contract Code Section 3400(b), if the District has made any findings designating certain materials, products, things, or services by specific brand or trade name, such findings and the materials, products, things, or services and their specific brand or trade names will be set forth in the Special Conditions.

Award of Contract: The District shall award the Contract for the Project to the lowest responsible bidder as determined from the base bid alone by the District. The District reserves the right to reject any or all bids or to waive any irregularities or informalities in any bids or in the bidding process.
