Rates & Fees
NEW ACCOUNT OR TRANSFER OF ACCOUNT CHARGE. A fee of $21 ($15 turn-on charge plus $6 administrative fee) to establish a new account or transfer of ownership from one account to another.
GUARANTEE DEPOSIT. A Guarantee Deposit in the amount of $125 will be required unless the applicant for service chooses to have the District perform a credit check. If the credit check meets District requirements the deposit will be waived. If the applicant is a current customer of the District with a satisfactory payment history, the Guarantee Deposit will be waived. This Guarantee Deposit is based on the average cost of seventy-five (75) days of residential service.
The Guarantee Deposit will be refunded with interest based on the average interest rate received by the District in the prior fiscal year from the Local Agency Investment Fund (LAIF), if none of the following occurs within a 12-month period:
- Three or more delinquency charges within 12 months.
- A check returned from the bank with insufficient funds.
- Service locked off for non-payment.
The District may require a Guarantee Deposit, on an unsecured account, if one of the aforementioned items occurs during the duration of water service.
NON-SUFFICIENT FUNDS CHECK CHARGE. A fee of $20 for each check returned from the bank for lack of sufficient funds.
DISCONNECTION OR RECONNECTION FOR NONPAYMENT. These charges are as follows:
- Disconnection ..........$ 30
- Reconnection ...........$ 15
AFTER-HOURS TURN ON FEE. A fee of $54 will be assessed to a customer who requests that water service be turned on at a time that is not within the field crew’s regular work hours.
PULLED METER REINSTALLATION CHARGE. A charge of $ 25 to reinstall a pulled meter.
DELINQUENCY CHARGE. A late charge of $10 or 10% of the unpaid bill, whichever is greater, will be levied if customer payment is not received within thirty (30) days after mailing of customer invoice by District.
WATER SERVICE CHARGE. The monthly Water Service Charge shall be as follows:

WATER CONSUMPTION CHARGE.The monthly Water Consumption Charge per 100 cubic feet shall be as follows:

Units in mobile home parks shall be considered as three-fourths (3/4) of a single-family residence. Apartments shall be considered as two-thirds (2/3) of a single-family residence.
*In February of 2006, and annually thereafter, a Consumer Price Index (CPI) will be applied to water consumption billing rates. The basis will be the Los Angeles-Anaheim-Riverside Index published by the Department of Labor, Bureau of Labor Statistics.
PIPELINE SURCHARGE.The monthly Pipeline Surcharge is as follows:

Residential services providing an excess of one (1) unit of service shall be billed at the 5/8 x ¾ inch rate for each unit. The units shall be determined as follows:
- Mobile home parks shall be equal to one (1) unit plus 3/4 units for each additional occupied space.
- Multi-family dwellings shall be equal to one (1) unit plus 2/3 units for each additional occupied space.
RECHARGE SURCHARGE.The monthly Recharge Surcharge shall be as follows:

LOW INCOME CREDIT PROGRAM. A credit will be applied to the Service Charge, Pipeline Surcharge and Recharge Surcharge for residential water customers whose total income does not exceed the limits established by the Board.

BROKEN LOCKS. The cost for replacement of broken locks will be charged at the actual total cost of replacement.
NO SHOW CHARGE FOR APPOINTMENTS. A No Show Charge for 90-4 and HWAP Appointments will be billed at the actual cost including administrative services for a scheduled appointment, which is not kept or cancelled in advance by the customer or a representative.
PROPERTY TAX RECOVERY SURCHARGE.This monthly Surcharge is restricted to the recovery of property tax revenues that will not be repaid to the District. These monies were shifted by the State of California from the District to the Educational Revenue Augmentation fund, as part of the State's budget process. This charge was eliminated as of December 1, 2007.
SAFE DRINKING WATER BOND LAW LOAN SURCHARGE. This charge is hereby eliminated and shall no longer be assessed to customers as part of the monthly billing cycle.
SERVICE INSTALLATION CHARGE. The charge for a new service connection shall be the actual cost of service installation. An estimate of the installation cost will be provided to the applicant prior to installing the service.
ACQUISITION OF SERVICE CHARGE.This charge shall be as follows:

The Acquisition of Service Charge must be paid prior to any water service connection and shall be in addition to all other charges imposed by the District.
The Acquisition of Service Charge will be reviewed hereafter on an annual basis for possible adjustment as of February 1.
PRELIMINARY DESIGN AND PLAN CHECK FEE. A deposit of $700 plus $20 per lot or parcel to be applied towards actual cost. Additional actual costs must be paid prior to connection to the District’s water system.
WILL SERVE LETTER - SUBDIVISION. This charge shall be as follows:
(a) Minor Subdivision: As defined in the State Map Act (not to exceed five (5) lots or parcels) - $100
(b) Major Subdivision: Greater than five (5) lots or parcels - $250 deposit towards actual costs. Any additional actual costs must be paid prior to issuance of the Will Serve Letter.
INSPECTION FEES. The charge shall be the actual cost to perform the inspection. A deposit equal to 2% of the construction costs, but not less than $500, shall be received by the District prior to performing the inspection.
WATER MAIN CONSTRUCTION CHARGE.This charge shall be the actual construction cost. A deposit equal to the estimated costs shall be received by the District prior to commencing work.
ANNEXATION FEE.An annexation fee of $787 per acre shall be collected by the District for property to be annexed into its service boundaries upon the property owners’ request.
BULK WATER METER DEPOSIT.The meter deposit for the purpose of obtaining bulk water shall be at the then-current price of a meter to measure such bulk water.
BULK METER READING CHARGE. A charge of $15 will be added to the customer’s account when District personnel are required to read a bulk meter in the field.
BULK WATER CONSUMPTION RATE. The rate for bulk water shall be equal to the tier 5 water rate.
IRRIGATION WATER CONSUMPTION RATE. The monthly Irrigation Water Consumption Rate shall be a percentage of the cost of State Water Project Water purchased from Mojave Water Agency. The percentages are as follows:
- Base Rate 2.0% per unit (100 cubic foot)
- Bonus Rate 1.5% per unit (100 cubic foot)
- Penalty Rate 3.5% per unit (100 cubic foot)
PHOTOCOPIES OF PUBLIC RECORDS. A fee of $.25 for the first copy and $.10 for each additional copy shall be charged upon a request to obtain a copy or copies of public records from the District.
OTHER SERVICES.All services provided by the District not listed in this resolution shall be charged at the actual cost of performing the service.
