About Your Board

The HDWD Board of Directors consists of five members of the community, each elected by registered voters within their respective districts the Hi-Desert Water District service area. 

The District has adopted a “by-division” election system (where the jurisdiction is divided into divisions, a Board candidate must reside within an election division, and that Board candidate is elected only by voters residing within that election division).  

On May 6, 2020, the Board adopted a Resolution of Intention to transition to by-division elections by no later than the November 2022 District General Election (Resolution 20-05).

Conflict of Interest

Board members are required to file annual Statements of Economic Interest (Form 700). The forms are filed with the San Bernardino County Clerk of the Board. Copies are also maintained by the District Secretary.

Gift to Public Agency Disclosure - Fair Political Practices Commission (FPPC) Form 802

Gift to Public Agency Disclosure - FPPC Form 801

The Fair Political Practices Commission requires that all state and local government agencies disclose payments to benefit an official of the agency. Examples include travel and meals paid by vendors. The payments must be used for official agency business and must meet other requirements that are set out in FPPC Regulation 189442, which is available on the FPPC website or search FPPC Forms.
