Sales Tax helps to pay for Sewer Assessments

Measure Z is a local sales tax measure to reduce the costs of the annual assessment district payment for property owners.  In 2022/23 the annual assessment was reduced by as much as 50% on the annual property tax bill. As a special measure, all Measure Z funds are only spent on reducing the costs paid by property owners. Measure Z equitably reduces the annual payments of Assessment District 2014-01.  Sales taxes are collected from local purchases which includes over 50% paid by visitors and neighboring community members that shop in Yucca Valley.  This additional revenue helps to reduce the financial burden on Yucca Valley residents.

Pipeline Replacement


The Hi-Desert Water District capital replacement crews are working in the Country Club area of Yucca Valley replacing old pipe with new C900 IB PVC pipe.  Currently, they are finishing up on replacing pipe and paving on the southside of the highway and will move to the northside of the highway in the middle of May where they will begin at Martinez and Pinon Drive, and work will continue until about October 2024.

Hi-Desert Water District has replaced 158 miles of pipeline since 1997.

Water Awareness Month Preparing for the Next Dry Year

California to Adopt New Regulation for Making Conservation a California Way of Life

This year, California is expected to adopt regulations for Making Conservation a California Way of Life. The new regulation is expected to be finalized over the next few months and is intended to cultivate long-term practices that will help address California’s limited water supplies. The regulation will set new, permanent water use targets for Hi-Desert Water District's entire service area — not individual customers or businesses — that combine:

  • How much water a person uses indoors per day;
  • How much water residents and commercial customers use outside; and
  • How much water is lost through leaks.

Once the regulation is finalized, Hi-Desert Water District will know how much the state expects our customers to conserve and we will continue to work to meet these targets through water-wise rebates, infrastructure improvements, outdoor watering guidelines, etc. You can learn more here www.hdwd.com.

In California, we are continuing to see extreme weather swings and the District is always preparing for the next dry year. We know our customers continue to use less water and have made great strides over the past decades. We look forward to continue working with you as we implement the new regulation. These efforts will allow us to continue making a difference for our communities and future generations.

What is a Special District?

We commemorate Special Districts Week to encourage customers to be involved in their community and be civically engaged with their local government.

Hi-Desert Water District is a special district formed on December 14, 1962, pursuant to Division 12, Section 30321 of the California Water Code, to provide drinking water service for a growing population in Yucca Valley, California near the Joshua Tree National Park. 

We are governed by a Board of Directors elected by the registered voters in our service area.

Our water service area spans 57 square miles and includes over 300 miles of pipeline. View the Local Agency Formation Commission (LAFCO) Map of our boundaries and the last review of service completed in 2010 by LAFCO.

We provide water to the Town of Yucca Valley and a portion of the unincorporated area of San Bernardino County.

We serve more than 11,000 active water service connections in a 57-square-mile service area and operate 16 storage tanks, 13 wells, and maintain more than 312 miles of pipeline.  

Committed to delivering the highest quality drinking water and sewer services at the most affordable cost, we remain vigilant in addressing the challenges of new regulations, water protection, groundwater management, water conservation, community outreach, and education, all while serving our community's needs.

The Hi-Desert Water District also acts as the court-appointed Watermaster for the Warren Valley Basin, safeguarding our groundwater. The District spearheaded the funding and construction of the Morongo Basin Pipeline to correct the historic overdraft of the groundwater basin in Yucca Valley. We purchase water from the Mojave Water Agency, our State Water Contractor, to import water from Northern California via the Morongo Basin Pipeline to replenish the Warren Basin.

Furthermore, HDWD has constructed and now operates a centralized sewer system and wastewater reclamation plant to protect the groundwater from septic system use and to meet the needs of both current and future customers. We manage the first phase of the centralized Wastewater Treatment Plant in the Morongo Basin, with a capacity to treat 1.2 million gallons of wastewater daily.

Special Districts Week, May 19-25, 2024 will be proclaimed by the State Legislature with approval of Assembly Concurrent Resolution (ACR) 163.

ACR 163 is sponsored by The California Special Districts Association (CSDA), a statewide association representing over 1,000 special districts and affiliate organizations throughout the state. Special districts are local government entities created by a community’s residents, funded by those residents, and overseen by those residents, to provide specialized services and infrastructure.

Our Board meetings are regularly scheduled for 4:00 p.m. on the 1st and 3rd Wednesday of every month and are open to the public.
